Yemen: Saleh 'gravely wounded' in rocket attack

Yemen's President Ali Abdullah Saleh was more seriously injured in a rocket attack on his compound last week than thought, officials have told US media. Nike outlet Mr Saleh suffered 40% burns and has bleeding inside his skull after Friday's attack, US officials told AP. The president is receiving treatment in Saudi Arabia after the attack on his palace in Yemen's capital, Sanaa. A senior administration official told the BBC that they were not going to comment on Mr Saleh's health. "We're not doctors. As [the] Secretary [of State Hillary Clinton] said yesterday, we're focused here and in Sanaa on working toward a peaceful, orderly, non-violent transition, consistent with Yemen's constitution," the official said. coach outlet The country's acting leader, Vice-President Abd-Rabbu Mansour Hadi, has said Mr Saleh intends to return within days. But analysts say that the severity of his injuries will have a direct impact on when - and if - he can come back to the strategically important country he has governed for 33 years, and on who will take power if he cannot. 'Assassination bid' It was not immediately clear how severe Mr Saleh's burns and other injuries were but, on Saturday, sources close to the president told the BBC that he had second-degree burns on his chest and face, as well as a piece of shrapnel almost 7.6cm (3in) long under his heart. Nike sb shoes The president underwent surgery on Monday to remove shards of wood from his chest and treat the heavy burns on his face and chest, AP reports. The 69-year-old has not been seen since Friday's attack when rockets struck his presidential palace, killing seven people and wounding senior officials in what officials said was an assassination attempt. According to AP, two US officials believe that the injuries were caused by a bomb inside the compound, rather than a rocket attack from outside its walls. Mr Saleh, who has ruled since 1978, has refused to leave office despite protests and a tribal uprising which has brought the country to the brink of civil war and resulted in more than 350 deaths. coach factory outlet Despite repeated promises to do so, he has refused to accept a transition plan brokered by the Saudi-led Gulf Co-Operation Council. The news of the gravity of his injuries comes as fresh clashes were reported in the southern Yemeni cities of Taiz and Zinjibar. Military officials said they had killed 30 people they described as militants in Zinjibar, including one whom they said was a senior local al-Qaeda leader, naming him as Hassan al-Aqili. Government officials routinely blame violence in the country on al-Qaeda in the Arabian Peninsula. The US is keen for Mr Saleh not to return to Yemen. Along with other Western powers, it fears the crisis enveloping the country might make it easier for the powerful Yemen-based wing of al-Qaeda to strengthen. nike dunk shoes On Monday, Mrs Clinton called for an "immediate transition" in Yemen and said the country needed a process that "everyone knows is going to lead to the sort of economic and political reforms that they are seeking".

Peru election: Keiko Fujimori admits defeat to Humala

Peru's right-wing candidate Keiko Fujimori has admitted defeat in the run-off of the presidential election. Nike Dunk SB Low Ms Fujimori said she would congratulate her rival, populist former army officer Ollanta Humala, in person. Mr Humala has a steady 2.7% lead with almost all the votes counted. In a reaction to Mr Humala's apparent win, the stock exchange in the capital Lima, fell by more than 10% shortly after opening, prompting officials to suspend trading for two hours. "I recognise his triumph," Ms Fujimori said in a brief message to the media. Mr Humala had already declared victory on Sunday night. Coach Sunglasses With most votes counted, the leftist ex-soldier has 51.4% of the vote - 2.7 percentage points ahead of his conservative rival. In his victory speech, he promised that poor Peruvians would share the country's mineral wealth and benefit from its impressive economic growth. Reluctant voters Mr Humala and Ms Fujimori, the daughter of jailed ex-president Alberto Fujimori, are at opposite ends of the political spectrum - a fact that worried some Peruvians who said they would not vote for either of them. It was one of the tightest election races in Peru's recent history - and the bitterest, says the BBC's Dan Collyns in Lima. This was a run-off vote after the first round on 10 April saw three centrist candidates defeated, but left neither Mr Humala nor Ms Fujimori with the 50% of votes needed to win outright. Nike Dunk SB Mid If Mr Humala is confirmed as the winner, he will succeed Alan Garcia, who could not stand for a second term. Ollanta Humala, 48, comes from a left-wing tradition of greater state intervention. He staged a short-lived rebellion against Alberto Fujimori in 2000 and narrowly lost to Mr Garcia in the last presidential election in 2006. Mr Humala campaigned on a promise to increase the state's role in the economy and redistribute wealth to Peru's poor majority. Coach Boots His critics fear he will embark on interventionist policies similar to those of President Hugo Chavez in Venezuela, although Mr Humala says he is more in sympathy with Brazil's moderate left-wing approach. Polarised nation He has also denied allegations that he committed human rights abuses during the fight against Shining Path rebels in the 1990s when he was an army captain. Keiko Fujimori, 36, appeals to Peruvians who still admire her father, president for a decade from 1990. He is now serving a 25-year jail sentence for corruption and organising death squads. She has defended his record, saying by taming hyper-inflation and defeating Marxist Shining Path rebels, he laid the basis for Peru's current economic boom. Nike outlet She supports free-market economic policies, advocates a tough approach to crime and promised to improve social programmes and infrastructure in poor areas. Critics say her main aim by running for president was to secure a pardon for her father, a claim she denied. The new president will have to pull back together a polarised nation, our correspondent says.

Plan to cut Whitehall buying costs after Green review

The government is to centralise the buying of goods and services across departments in a bid to save £3bn. Cheap Nike Dunk Low The move follows a review by tycoon Sir Philip Green who said Whitehall was not making the most of its scale, buying power and credit rating. Sir Philip found various departments had signed multiple contracts with major suppliers at different prices. Cabinet Office minister Francis Maude said departments paying different rates for the same goods was "bonkers". The plan is to create a central government procurement team which would buy goods and services such as vehicles, stationery and office furniture at a single set price. Nike outlet Sir Philip, the owner of retail giants Topshop and BHS, said the government's £2bn telecoms bill could be cut by up to 40%, and he pointed out that some departments had spent £73 on boxes of paper while others had got them for £8. Other examples included different departments and agencies paying between £350 and £2,000 for the same laptops and between £85 and £240 for the same printer cartridges. Spending 'madness' Sir Philip said civil servants should treat the buying of goods and services as if they were spending their own money. Cheap Women Nike Dunk SB High Mr Maude, who is also Paymaster General, said: "It is bonkers for different parts of government to be paying vastly different prices for exactly the same goods. "We are putting a stop to this madness which has been presided over for too long. Until recently, there wasn't even any proper central data on procurement spending." He said centralised procurement could save more than £3bn a year by 2015 - a saving of 25%. Mr Maude said "significant changes" had already been made over the past year to cut procurement spending by £1bn. Cheap Women Nike Dunk SB Low He also stressed the government's commitment to buying more goods and services from smaller suppliers.

Smelly chemicals confuse mosquitoes

Chemicals which interfere with a mosquito's ability to sniff out humans have been developed by US researchers, according to research in Nature. Coach Madison-Handbags It is hoped they could be used to develop the next generation of mosquito traps and repellents. A UK expert said the discovery could be a "major step forward" if the chemicals were safe and cheap. Female mosquitoes use carbon dioxide in people's exhaled breath to find their next meal. They can detect minute changes in the concentration of the gas and track it back to a human breath. cheap nike shoes store This knowledge is already used in carbon dioxide traps, but requires dry ice or gas cylinders - which mean they are rarely used in developing countries. Researchers have been looking for chemicals which can disrupt or confuse a mosquito's carbon dioxide sense. Deception Scientists at the University of California, Riverside, tested smelly chemicals on three species of mosquito: Anopheles gambiae, which spreads malaria; Culex quinquefasciatus, which spreads filariasis and West Nile virus; and Aedes aegypti which spreads dengue and yellow fever. Between them these insects are thought to spread disease to half a billion people each year and cause millions of deaths. coach outlet The researchers identified three groups of chemicals, which disrupt a mosquito's carbon dioxide receptors. One mimicked carbon dioxide and could be used as bait in insect traps, another prevented the mosquito from detecting carbon dioxide and the last group tricked the mosquito's brain into thinking it was surrounded by huge quantities of the gas - so it could not pick which way to go. Professor Anandasankar Ray, from the University of California, Riverside, said: "These chemicals offer powerful advantages as potential tools for reducing mosquito-human contact, and can lead to the development of new generations of insect repellents and lures. "The identification of such odour molecules, which can work even at low concentrations, and are therefore economical, could be enormously effective in compromising the ability of mosquitoes to seek humans, thus helping control the spread of mosquito-borne diseases." Nike Dunk High Carbon dioxide is not the only way mosquitoes can find their dinner however, as the smell of human sweat and skin can also be used. Dr James Logan, from the London School of Hygiene and Tropical Medicine, said: "Whilst this is an exciting study, the authors are yet to show that the chemicals are capable of protecting a human being from being bitten. "Although carbon dioxide is an important cue for mosquitoes, we know that mosquitoes respond differently to a trap releasing carbon dioxide than to a real human being, which releases a complex mixture of many attractive chemicals, heat, visual cues and moisture. Coach Hobo Handbags "The key question is - do the 'response modifying odours' actually protect a human being?" The chemicals also need to be used at high concentrations, which could be hazardous to human health. The researchers say their next step is to develop safer chemicals. Dr Nikolai Windbichler, from Imperial College London, said work needed to be done to ensure they were safe and could be produced at low cost. He added: "These compounds have novel and desirable properties because they can confuse the mosquitoes' host seeking behaviour even when the substances are no longer present or the mosquitoes have left the area of application. "This, if realised, could be a major step forward and could protect large groups of people or large areas, something that is not currently feasible with existing repellents." Nike Dunk Low Mark Stopfer, from the US National Institutes of Health, said the study offered "a promising line of defence."

Syria: Bashar al-Assad 'grants general amnesty'

Syrian President Bashar al-Assad has issued a decree granting a general amnesty, state media say. Coach Sunglasses It said the amnesty would cover all political movements, including the outlawed Muslim Brotherhood. Opposition figures were quick to dismiss the move. The move comes after months of protests against President Assad's rule, leading to a crackdown in which activists say more than 1,000 people have been killed and 10,000 arrested. The government has also offered some political concessions, but protesters have dismissed these as largely cosmetic. cheap nike shoes store The announcement of the amnesty came as at least three people were reported to have been killed in continuing clashes between security forces and protesters. US Secretary of State Hillary Clinton said President Assad's position was becoming"less tenable" by the day. "The demands of the Syrian people for change only grow stronger," she said, adding that Mr Assad had "not engaged seriously in any kind of reform efforts". 'Too little, too late' "President Assad grants a general pardon for the crimes committed before 31 May," said a bulletin carried by state media. "The pardon includes all those who belong to political movements, including the Muslim Brotherhood." coach outlet Syrian activists gathered for a conference in Turkey dismissed the amnesty offer, with one describing it as "too little, too late". "This measure is insufficient," said Abdel Razak Eid, an activist from the "Damascus Declaration" group. "We are united under the slogan: the people want the fall of the regime and all those who have committed crimes brought to account." Another activist, Mohammad Abdullah, said the amnesty offer showed "weakness on the part of the regime." Nike Dunk High In Washington, state department spokesman Mark Toner said President Assad needed to take "concrete steps". "He's said a lot of things in recent weeks and months, but we've seen very little concrete action," Mr Toner said. News of the amnesty came as army forces using tanks were reported to be attacking two towns in central Syria, Talbisa and Rastan, where protests have continued. At least one civilian was killed in Rastan and two more in the southern province of Deraa, an epicentre for recent protests, activists said. The official news agency, Sana, said two soldiers had been killed in Rastan, and that troops had seized arms. Nike Dunk Low Foreign journalists have been prevented from entering Syria, and reports of violence are hard to verify. Hama uprising The Muslim Brotherhood has supported but did not initiate the current uprising. The banned political movement was behind a 1982 uprising in the city of Hama that was ruthlessly repressed, with at least 10,000 killed. Membership of the group is punishable by death, though this has not been enforced. Coach Boots In March this year, shortly before protests escalated, President Assad issued an amnesty for those convicted of minor crimes and prisoners over the age of 70. In April, the president lifted decades-old emergency laws, but violence by the security forces was widely seen to have got worse following the announcement. The government has blamed the unrest on armed groups, Islamists and foreign agitators.

Nuclear phase-out can make Germany trailblazer - Merkel

German Chancellor Angela Merkel has said a decision to phase out nuclear power by 2022 can make her country a trailblazer in renewable energy. coach outlet Ms Merkel said Germany would reap economic benefits from the move. Germany is the biggest industrial power to renounce nuclear energy, in a policy reversal for the governing centre-right coalition. Mrs Merkel set up a panel to review nuclear power following the crisis at Fukushima in Japan. The crisis, triggered by an earthquake and tsunami in March, led to mass anti-nuclear protests across Germany. Nike outlet The anti-nuclear drive boosted Germany's Green party, which took control of the Christian Democrat stronghold of Baden-Wuerttemberg, in late March. Analysts say Mrs Merkel may be eyeing a future coalition with the Greens. 'Opportunities' Mrs Merkel said that in its "fundamental" rethink of policy, Germany could set an example for other countries. "We believe we as a country can be a trailblazer for a new age of renewable energy sources," the German chancellor was quoted as saying by AFP news agency. coach factory outlet "We can be the first major industrialised country that achieves the transition to renewable energy with all the opportunities - for exports, development, technology, jobs - it carries with it." She also said that electricity in the future should be "safer and at the same time reliable and affordable", linking the decision to step back from nuclear power to the crisis in Japan. "We learned from Fukushima that we have to deal differently with risks," she said. Under the German plan the country's seven oldest reactors - which were taken offline for a safety review immediately after the Japanese crisis - would never be used again. Nike sb shoes An eighth plant - the Kruemmel facility in northern Germany, which was already offline and has been plagued by technical problems - would also be shut down for good. Six others would go offline by 2021 at the latest and the three newest by 2022. The previous German government - a coalition of the centre-left Social Democrats (SPD) and the Greens - decided to shut down Germany's nuclear power stations by 2021. However, last September Ms Merkel's coalition scrapped those plans - announcing it would extend the life of the country's nuclear reactors by an average of 12 years. cheap coach handbags outlet The decision to extend was unpopular in Germany even before the radioactive leaks at the Fukushima plant. Following Fukushima, Mrs Merkel promptly scrapped her extension plan, and announced a review. Germany's nuclear industry has argued that an early shutdown would be hugely damaging to the country's industrial base. nike dunk shoes Before March's moratorium on the older power plants, Germany relied on nuclear power for 23% of its energy.
